9/11 was an attack by a foreign terrorist organization. (Al-Queda). They were not trying to overthrow the United States, just keep us out of Middle East conflicts. (it didn’t work).
It was the first (and so far the only) time the flag of an enemy nation ever flew inside the U.S. Capitol Building
And it was done by Americans.

Also the Japanese battle flag was never carried inside the U.S Capitol Building by members of the Japanese Imperial Army.
